The NCC is supporting work by the Environment Agency (EA) to gain crucial insight into the level of awareness of flood risks among holiday and residential park operators.
The EA is carrying out the research to better understand operators’ awareness and consideration of their flood risk, their role in managing a flood on site, and the actions needed to prepare for flooding. We would urge all owners and operators with sites in England to complete the survey.
The initial survey is hosted online and remains open until 23.59 on October 12 this year. A follow-up telephone survey carried out by market research organisation Blue Marble will also take place during October 2025 with a small number of owners or operators who have opted into the process.

Who is eligible to take part in the survey?
The survey is for the owners and/or operators of holiday and residential park home sites in England only. Owners or operators of sites in Scotland, Wales and Northern Ireland should contact their relevant environmental regulator for advice (see below for contact details).

Why are we doing the survey?
The Flood and Water Management Act 2010 places a statutory duty on the Environment Agency to develop a National Flood and Coastal Erosion Risk Management Strategy for England. One of the three core ambitions of the Environment Agency’s 2020 Flood and Coastal Erosion Risk Management Strategy is “a nation ready to respond and adapt to flooding and coastal change: ensuring local people understand their risk to flooding and coastal change, and know their responsibilities and how to take action.”
One of our outcomes from the strategy that’s relevant to this project is: “Between now and 2030 people will receive the information and support they need to transform how the nation better prepares and responds to flooding and coastal change.”
We know very little about holiday and residential park home operators in relation to their understanding of flood risk and preparedness for flood. We will use the results to improve how we engage with them about their risk and encourage them to take action to reduce the impact of flooding incidents.
The survey has been commissioned by the Environment Agency and we are working with various local authorities and national professional trade bodies, including the NCC, to identify eligible holiday and residential park home operators.
When and how will the results be shared?
We will share results of the survey in 2026 with our external partners. We will use the results to improve how we engage with owners/operators of holiday and residential parks about their risk, and encourage them to take action to reduce the impact of flooding incidents.
